Deb Jones, MSW, LSW
ECHOS Executive Director
Deb served as the Community Outreach Coordinator in Elizabethtown when the Winter Shelter launched in 2015. Social work is a second career for Deb after spending fifteen years as a litigation paralegal with a Bachelor of Arts in Political Science/Pre-law from IUP. She earned a Master of Social Work from Temple University and is a Licensed Social Work Professional (LSW). Deb previously worked in the areas of mental health and community advocacy as currently serves on leadership of the Elizabethtown HUB, a United Way collective impact partnership. Deb serves as the Director at ECHOS providing agency oversight as well as carrying a caseload of clients.
Peggy McFarland, Ph.D, LCSW
Board Chair; Clinical Social Worker
Peggy serves as a clinical social worker for ECHOS since it started in July 2016. Peggy became passionate about working and learning about the homeless population in Elizabethtown after becoming a volunteer during the first year of shelter operation at St. Paul’s United Methodist Church. Peggy is a retired Professor of Social Work at Elizabethtown College where she taught from 1990 to 2017. She obtained her MSW from Marywood University and Ph.D from University of Maryland. Peggy currently serves as chair of the ECHOS Board of Directors.
Leigh Ann Farling, BSW
Social Worker, Prevention & Coordinated Assessment
Leigh Ann holds a Bachelor of Social Work from West Chester University. Before joining the ECHOS team, she worked as a medical social worker for 20 years. She has worked in hospital, home care, and nursing home settings. Leigh Ann’s passion is to help young moms realize their potential, break barriers and achieve their goals. Leigh Ann joined the ECHOS team in early 2017 focusing on Prevention & Coordinated Assessment.
Frances Rubis, MSW
Elizabethtown Winter Shelter Coordinator
Frances earned a bachelor’s degree in Social Work at Elizabethtown College and Master of Social Work degree from Temple University. She has previously worked in a behavioral health setting providing direct care and clinical support to individuals and families, connecting to community resources, and supervising care teams.
Joining the ECHOS team in August 2018, Frances trains and coordinates volunteers, addresses guests’ needs, and oversees the operation of the Elizabethtown Winter Shelter.
Beth Dreyer-DeGoede, MS
Beth joined the ECHOS team in September 2018 working part-time as an administrative assistant. She also works part-time at the Elizabethtown Public Library and volunteers with United Churches Elizabethtown Area and the Community Cupboard food pantry.
Jennifer Morrison, M.Ed
Jennifer holds degrees in Art, Psychology, Education and Administration from Cedar Crest College, Millersville University and Shippensburg University. She has used her M.Ed. as an educator for the past 18 years within the Harrisburg and Steelton area. As a lifelong resident of Elizabethtown, Housing Specialist is the ideal role for Jennifer since knows the housing market and availability of rental units in the greater Elizabethtown Area for our at-risk programs.
Heather Zuppa, BS
Heather obtained her bachelor’s degree in Criminal Justice and Psychology from the University of Massachusetts. She has previously worked as a case manager for in home services and played a vital role in connecting clients with community resources. She has also worked in group home settings providing direct care and support services to at risk youth. Heather’s passion is to help individuals set goals and persevere through obstacles that may avert accomplishments. Heather joined the ECHOS team in 2018 focusing on the Rapid Rehousing Program.
Janice Davis currently serves as the volunteer Moving Coordinator for ECHOS and secretary of the ECHOS Board of Directors. Her passion for helping others, launched the Elizabethtown Winter Shelter in November 2015 along with the support of St. Paul’s United Methodist Church, local churches and civic organizations. The shelter’s success in 2015-2016 directly led to the establishment of a local social service agency, ECHOS. Janice is an Administrative Assistant in the Biology Department of Elizabethtown College.
Winter Shelter Volunteer Coordinator
Darlene works as a part time winter shelter volunteer/donation coordinator. She has been a volunteer at the winter shelter since 2015 and entered this new role in 2019. Her main role is coordinating volunteers and organizing shelter donations.
Dorothy Troutman, BS
Marketing and Social Media Specialist
Dorothy supports ECHOS as the Marketing and Social Media Specialist, writing posts and creating graphics for Facebook, as well as designing marketing materials. After graduating from Elizabethtown College with a Business Administration/Marketing degree, she stayed in Central PA, returning to Elizabethtown in 1989. Over the years, Dorothy kept busy raising her daughter, being an involved parent in the Elizabethtown Area School District, supporting her husband on the school board, and working locally at Elizabethtown College, Masonic Village, and Continental Press.
Tana Parrett, BS
Tana Parrett joined ECHOS in late 2017 as part-time administrative bookkeeper. She is a graduate of Elizabethtown College with degrees in both elementary education and business administration. After teaching math in the Lower Dauphin elementary schools for 6 years, Tana entered the business arena working in banking for 7 years and ultimately retiring from Elizabethtown College as Director of Business Operations.
Seema Tailor, BA
ECHOS Americorps VISTA
Seema joined ECHOS in 2018 as an Americorps VISTA. She is a graduate of Susquehanna University with a bachelor’s degree in Communications. Her primary responsibility is to build capacity in the Elizabethtown community by mobilizing volunteers and connecting with community partners.
