Who we are
ECHOS began as a direct result of efforts to address homelessness in Elizabethtown when a father and son were discovered living in the local community park. Community members, churches, and the school district mobilized to open Elizabethtown’s first shelter in December 2015, at St. Paul’s United Methodist Church. That season, thirteen guests were served through a low-barrier shelter created to serve as a warm, dry, and safe place to spend the night.
Within the first month of operating the shelter, it became clear that there was so much more support to be offered. In response, local leaders submitted a grant application in the hopes of addressing community members’ needs. Ultimately, the grant was awarded and established ECHOS in July 2016, with Elizabethtown College as the fiscal agent. ECHOS was awarded its 501c3 status in July 2018.
Today, ECHOS has expanded to serve Elizabethtown, Bainbridge, Rheems, Mount Joy, Maytown, and Marietta. The agency has a team of over fifteen staff who assist more than 800 households annually through ten programs, including housing stability programs, eviction prevention, emergency shelter, and information and resources.
Our purpose is to empower families and individuals experiencing housing instability and insufficient income in the Northwest Region of Lancaster County.

Executive Director

Ashley Bulley is a seasoned executive with extensive experience in operational excellence, change management, and business analytics. Currently serving as the Executive Director of Elizabethtown Community Housing and Outreach Services (ECHOS), Ashley has a proven track record of revitalizing operations, enhancing membership retention, and implementing technological solutions to streamline administrative processes. With a passion for business analytics and a commitment to fostering collaborative team environments, Ashley excels in driving organizational success through strategic leadership and data-driven decision-making. In her free time, Ashley loves the outdoors, trying new recipes, exploring her newfound love of gardening, and spending time with her family.

Director of Finance and Operations

Hope Shiley brings a practical, mission-driven approach to finance and operations in the nonprofit sector. As Director of Finance & Operations at Elizabethtown Community Housing and Outreach Services (ECHOS), she manages the organization’s fiscal oversight, grant compliance, and internal systems with a focus on accountability and long-term sustainability. With a background in both financial operations and human services, Hope bridges programmatic needs with strong back-office infrastructure. She holds a Bachelor's degree in Social Work from Millersville University and an Associate's degree in Human Services from HACC. Outside of work, Hope enjoys traveling, cooking, and being with her Husband and dog, Simon.

Housing Program Manager

Maria has been a part of the ECHOS mission since December of 2022, starting part time as the shelter advocate and advancing to our Housing Program Manager. Maria earned her bachelors degree in psychology with duel minors in history and gender studies in 2023. She has worked and volunteering with inner-city youth in Philadelphia, bringing knowledge and lived experience to ECHOS. She is certified in Mental health first aid, and a certified SOARS specialist. Maria will be starting Leadership Lancaster in September of 2025, and her MSW in May of 2026. She is passionate in providing personalized care to best suit the needs of each and every individual.

Shelter Service Manager

After earning her bachelor’s degree in Sociology from Bloomsburg University in 2016, Hailey started her social services career as a Psychiatric Technician and then went on to be a Community Mental Health, Forensic Case Manager in Dauphin County. Some of her other professional experiences have included working for Non-profits within various mental health and community based residential services such as Crisis Centers, Residential Rehabilitation, & Personal Care Homes. Hailey is passionate about client advocacy, resource coordination, & trauma-informed care. In addition, Hailey has served as a volunteer for suicide prevention and education in the Central PA area since 2019.

Enrichment Center Coordinator

Liz earned her bachelor’s degree in Social Work from Millersville University in 2023 and is currently pursuing a master’s in Public Administration with a focus on Nonprofit Management. She joined ECHOS in September 2023 as the Enrichment Center Coordinator, where she manages the daily operations of the Enrichment Center and provides case management support in shelter. Liz is passionate about connecting individuals experiencing housing instability—particularly in rural areas like Elizabethtown—to vital resources that are often centralized in Lancaster City. Known for her ability to quickly build rapport and collaborate across sectors, Liz thrives on breaking down barriers, fostering community partnerships, and helping others find stability and hope.

Community Engagement Coordinator

Carrie Stricker earned her Bachelor of Arts degree at Catawba College in Salisbury, NC. She spent many years organizing and supervising Community Arts and Recreation programs in a variety of locations since that time.
Carrie also had an opportunity to live with her family in Kitale, Kenya and work with children who are homeless. While in Kenya, Carrie developed a commitment to improving community resources including orphan care, education, and community outreach. Upon coming to Elizabethtown, Carrie has become aware of the community needs in her hometown and how she can do her part to help.

Jacki is a long time resident of Elizabethtown with experience working for a non-profit supporting community outreach. She worked for ECHOS during the 23-24 Shelter season as an evening manager, which gave her the opportunity to see the great work that ECHOS does to support those in need.

Giovani earned his degree in human services in 2015, then continued my education briefly at Elizabethtown college. He started his career in human services/social work working in the residential group home setting as a direct support staff. Over the years he has furthered his career by working as a program manager, job coach, and providing mediation for landlords and tenants. Giovani leads the Eviction Prevention Program, where he is dedicated to supporting housing stability in the community. He continues to strengthen his professional development by actively participating in community engagement events and expanding his network. Outside of his role, Giovani enjoys hiking with his dog and managing two health-focused businesses, both of which reflect his commitment to promoting a healthier lifestyle within the community.

Fund Development Consultant

Madeline is a seasoned nonprofit leader with almost a decade of experience advancing philanthropic growth through strategic fundraising, donor engagement, and data-informed development planning. While working full-time in a senior advancement role, she supports ECHOS in a strategic advisory role during non-business hours to strengthen their fund development efforts. Her work at ECHOS includes refining CRM systems & processes and enhancing donor cultivation strategies to build long-term community support. Madeline’s career, rooted in a personal passion for service, has spanned local, regional, and national organizations, where she has secured multimillion-dollar grants, launched successful development campaigns, and driven meaningful donor relationships.

Ava is a current student at Elizabethtown College studying English Professional Writing and Communications Journalism. She first started her work at ECHOS in August 2024 as an intern from the Bonner Leader Program, a leadership program that pairs students with local nonprofit agencies, at Elizabethtown College.

James “Jim” McCurdy strives to exceed his clients’ expectations through his passion for building outstanding relationships, continuous research, a spirit of collaboration, and over thirty years of real-world experience. Jim thrives on anticipating client needs and understanding decisions within the context of his clients’ best interest. It was this same dedication to excellence that helped Jim graduate Summa Cum Laude from Elizabethtown College with a Bachelor’s degree in Business Administration and Finance. Jim is also actively involved with the Elizabethtown Area Education Foundation and the Elizabethtown Rotary Club.

My position at the school district addresses personal barriers of K-12 students that impact education. I am passionate about empowering individuals, especially youth, to achieve their goals. Throughout my 15 years in this role, the Elizabethtown community has been extremely supportive of initiatives to assist our school district families. Joining the ECHOS Board of Directors has given me the opportunity to personally give back to this community. I am grateful to be a part of an agency that also focuses on empowerment, to positively impacts the lives of clients.

Pamela S. Formica is chief financial officer for Masonic Villages. She provides financial, technical and administrative leadership to the Masonic Villages and other Masonic entities in the performance of their missions. Ms. Formica joined Masonic Villages, in 2015 as the vice president of mission development. She was previously employed by Masonic Village at Elizabethtown as assistant controller from 1992 until 2002. From 2002 until 2015, she was employed with Brethren Village as vice president of finance.

Debra A. Brockman has worked at the Masonic Village at Elizabethtown since 2004 as director of outreach, later assuming responsibility for marketing, admissions and other community outreach services. Her most recent position was vice president of human resources for Masonic Villages. Ms. Brockman chairs the organization’s human resources leadership team and is responsible for the overall strategic direction of employment, compensation, benefits, organization development and training. As chair of the corporate wellness committee, she leads Masonic Villages’ wellness initiative and strategic planning.

Trent is a life-long resident of Elizabethtown and attended Elizabethtown High School and Elizabethtown College where he majored in Business & Entreprenuership and learned to embrace the motto of “Educate For Service”. He is the President of Home Grown Outdoor Finishes which specializes in Landscape construction, Maintenance, & Supply, as well as is a realtor for Re/Max Pinnacle in Elizabethtown. He is active in the Elizabethtown Rotary Club & the Elizabethtown Chamber of Commerce. Trent lives in Elizabethtown with his wife Allison, and two children- Finn & Jovie.

David Woolverton has been a pastor for over 35 years — serving churches facing turn-around ministry situations. For the past eight years, he has served as Senior Pastor at Saint Paul’s United Methodist Church in Elizabethtown. He has a doctorate in Conflict Leadership and has had intensive clinical training in emergency and trauma chaplaincy. David also is an Affiliate Professor at Kairos University, a church consultant in conflict leadership, and has coached clergy and churches for the past thirteen years. He is a member of the American Association of Christian Counselors and a Spiritual Care Provider of the Association of Clinical Pastoral Education. In 2021, David published his first book—Mission Rift: Leading through Church Conflict (Fortress Press). For over thirty-three years, David has been married to his best friend, Kristine, a newly retired public school educator.

Since 2010 Cori has worked at Elizabethtown College in a fundraising capacity most recently as the Director of Relationship Management and Operations. Her team creates and maintains viable relationships which help secure funding through capital, endowment, and annual gifts. She is also active in the Elizabethtown Chamber of Commerce. Cori earned her degree from Kutztown University and M.Ed. from Penn State University.
